Consumer Affairs Center (Shohi Seikatsu Center)

Consumer Affairs Center (Shohi Seikatsu Center) protects and educates consumers to provide security and improvement in the lifestyles of residents.  
Its activities include consumer consulting, complaint handling, and information providing.

■ Consultations and Complaints
The Center provides a wide range of consultations and handles complaints resulting from problems between consumers and manufacturers as well as between consumers and retailers.  
Hours are from 8:30 a.m. to 4:00 p.m., Monday through Friday.

Abandoned Bicycles

■ Bicycle Parking Facilities (There is a Fee)
Bicycle parking facilities have been established near all railway stations in the city. Use of bicycle parking facilities require a fee.
Advance application is required except for temporary use. 

■ Illegally Parked Bicycles
Public roads near railway stations are designated as no bicycle parking areas.  Bicycles parked there, regardless of the length of time, will be treated as illegally parked bicycles for removal.  
Removed bicycles will be kept in a storage facility for up to two months.  After the two-month period, bicycles will be discarded. 

■ What to Bring to Reclaim Your Bicycles
In order to reclaim your bicycles from the storage facility, you will need I.D. such as your Alien Registration Certificate, name stamp, a fee of 3,000 yen/bicycle or 6,000 yen/motor bicycle  (for removal and storage), and a key to your bicycle lock.

Mutual Insurance Against Traffic Accidents (Shimin Kotsu Shogai Hoken)

This insurance plan covers you when you are injured in traffic accidents involving bicycles, motorcycles, cars, trains and other vehicles.  Registered Non-Japanese residents of Matsudo are eligible and the premium is 360 yen per person for one year for the coverage up to 1 million yen.

Ordinance to Make Matsudo a Safe and Comfortable City

In Matsudo City ,  we set rules in order to minimize actions of crime and nuisance to have an easy-to-live, safe city.

For the entire public areas within the city,  the following are prohibited:
1) Littering of trash and cigarettes
2) Graffiti and/or scribble on public walls and streets
3) Leaving of dogs and cats' excrement
4) Leaving of signboards in the streets
5) Acts of undesirable solicitations
6) Distribution and display of obscene handouts
7) Street advertisements for commercialism that retard road traffic

*  If possible, don't walk while smoking

There is a penalty for those who will not abide by the following rules set at important areas (around Matsudo Station, around Shin Matsudo Station).

1) Those who smoke at places other than the designated smoking areas
2)
Littering of trash and cigarettes

For those who will not abide by these rules, a penalty fine of 2000 yen will be collected.

Pets

 

It is prohibited to keep your dogs unchained.  When walking your dog, be sure to use a leash and clean up their excrement.  
Dogs at least 91 days old must be registered (one time only) and have a rabies inoculation every year.

About Dog Registration and Vaccination against Rabies

 

Rabies occurs in many parts of the world. It is so dangerous that once a person gets infected by it, that person will surely die. Every year millions die because of rabies.

In Japan, dogs, over 91 days after birth should be registered and inoculated (get vaccine shot) once a year. This is the obligation and responsibility of the pet owner.

This registration can be done at the Kankyo Hozen Ka, on the 6th floor of the New Building of Matsudo City Hall.

Vaccination against Rabies is done:
1. Every year, April-May, at parks within Matsudo City. (Group Method)
2. At veterinaries (animal clinics), to be done on your own. (Individual Method)

You can use any of these two methods for rabies vaccination.
PLEASE MAKE SURE to get said vaccination for your dog.
