When Non-Japanese citizens stay in Japan for 90 days or more days, the are legally required to register within 90 days of disembarkation. 
Non-Japanese babies born in Japan are required to be registered by their parents with in 60 days of  their birth.
When there is a change in registered information, cardholders are required to register the change.
Non-Japanese residents are also required to come to the city hall for confirmation / renewal of their Alien Registration Card every 1 to 7 years.
For registered Non-Japanese Residents who are younger than 16 years of age, someone who is at least 16 years old from the same household is required to complete all procedures.
In many cases, those procedures are important to receive a number of administrative services while in Japan.

‘ Re-entry Permit

When you temporarily leave Japan and come back while your granted period of stay is valid, it is strongly recommended that you obtain a re-entry permit prior to leaving Japan. Otherwise, you will be required to obtain a new visa from a Japanese embassy or consulate abroad. 
While a re-entry permit allows for a single re-entry as a general rule, a multiple re-entry permit is also available. The validity of re-entry permits never exceeds the expiration date of your current, valid period of stay.
